Military or Overseas Voters

You may qualify to vote under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) if you are:

A member of the United States Uniformed Services (active duty, reserve, or activated National Guard), the Merchant Marine, or an eligible family member of a service member.
A Kentucky citizen residing outside the United States, either temporarily or indefinitely.
A U.S. citizen living overseas who was last eligible to register and vote in Kentucky before leaving the United States.
A U.S. citizen living overseas who reached voting age after leaving the United States but would have been eligible to register and vote in Kentucky had they been of voting age before departing.
A U.S. citizen born outside the United States who has never resided in the United States, provided:
A parent or legal guardian was last eligible to vote in Kentucky before leaving the United States; and
The voter has not previously registered to vote in another state.

The Federal Post Card Application (FPCA) registers you to vote and requests an absentee ballot for a minimum of all federal elections in the current calendar year.

Be sure to complete a new FPCA each year and every time your address changes.

General Election: November 3, 2026

Voter Registration Deadline

• By Mail: Postmarked no later than October 5, 2026
• By Email or Fax: Received by 4:00 p.m. CT on October 5, 2026

Absentee Ballot Request Deadline

• Received by close of business on October 27, 2026

Absentee Ballot Return Deadline

• Received in our office by 6:00 p.m. CT on November 3, 2026 (Election Day)

Military personnel, their eligible dependents, and U.S. citizens residing overseas (temporarily or indefinitely) may vote by absentee ballot using one of the following methods:

1. In-Person Excused Voting

Military voters may vote during in-person excused voting at the County Clerk’s Office if they will be absent from the county during early voting or on Election Day, or if they learn they will be confined to a military base during early voting or on Election Day.

2. Mail, Fax, or Email Ballot Request

Eligible military and overseas voters may request an absentee ballot to be delivered by mail, fax, or email. A Federal Post Card Application (FPCA) may be used to request a ballot.

Voters may submit an FPCA through the Kentucky State Board of Elections’ online portal or download the form from FVAP.gov and return it to our office by mail, email, or fax.

FPCA requests must be received no later than seven (7) days before the election.

Completed ballots must be returned by mail and received in our office no later than 6:00 p.m. CT on Election Day.

Use the State Board of Elections Voter Information Center to find out when your ballot was sent and if it was received. If you have additional questions regarding your FPCA call our Voter Registration Department at (270) 843-5306.

If you do not receive your requested absentee ballot in time to return it by the deadline, you may use the Federal Write-In Absentee Ballot (FWAB) as a backup ballot.

If your official absentee ballot arrives after you have submitted the FWAB, complete and return the official ballot as well. Be sure to note that you have already submitted a FWAB. Only one ballot will be counted.
